Recently, the General Administration of Customs has received notifications from many countries or regions that the wooden packaging of China’s outbound goods does not meet the requirements. There are two main problems:
1. No indication of the International Plant Protection Convention (IPPC).
2. Some wood packaging has been tested for live pests in other countries despite the IPPC logo.
It is reported that in order to ensure that the essential packaging for the use of outbound goods meets the quarantine requirements of the importing country or region, and to avoid economic losses, according to the provisions of the “Administrative Measures on the Quarantine Treatment of Wooden Packaging for Outbound Goods”, the notice is as follows:
The wooden packaging used for outbound goods shall be disposed of in accordance with the prescribed quarantine treatment methods and the IPPC logo shall be applied!
When the local customs examines the outbound goods, the wooden packaging of the goods must be checked. If it does not meet the requirements, it is not allowed to leave the country!
Export wood packaging is usually divided into two types: fumigation and fumigation free. The packaging made of solid wood material needs to undertake the fumigation treatment certified by the national inspection and quarantine institution before being exported; the packaging made of materials processed by high temperature and high pressure such as 0SB board, plywood, particle board, fiberboard, synthetic board and recycled board can be exported directly without fumigation.
In response to the requirements of the General Administration of Customs for strict inspection of the wood packaging of goods (this requirement takes effect immediately), relevant customers should pay attention to:
The goods with the outer package made of solid wood materials must undertake fumigation process and be applied with IPPC logo, so as not to cause the customs detaining, affecting the normal shipment!
At present, in the actual export, the customs will focus on the packaging of plywood. The bottom pile of this type of pallet often contains logs or materials suspected of logs. If checked, the cargo will usually be detained. So if the customer is unclear about their wooden pallets, it is recommended to replace with plastic pallets or the ones with an IPPC fumigation logo.
